Rules, Regulations, and Standard Operating Procedures for Membership at Capitol Logistics.

1) Membership Requirements

1.1) Under federal regulations of the Children’s Online Privacy Protection Act of 1998 (COPPA,), any individual seeking membership must be thirteen years (13) of age or older. No individual who is under the age of 13 is permitted to join the virtual airline (VA). Any member found to have provided false information upon registration to circumvent this regulation will be removed from the roster immediately with no warning, and will be banned indefinitely.

1.2) All members shall own a legal and valid copy of their flight simulator of choice, either X-Plane or Microsoft Flight Simulator at its derivatives. Under no circumstances shall a member of Capitol Logistics install, operate, maintain, promote, or distribute any form of illegal or commonly referred to as pirated software.

1.3) Any person interested in becoming a member can submit an application through the home page of the website by clicking the register button. All applications must provide a valid e-mail address, valid first and last name, and valid age or the application will be rejected.

1.4) A valid and active email account is a requirement throughout the term of membership. Failure to maintain a valid email address, intentionally providing false information, or forging (spoofing) any form of document is automatically subject to immediate termination with no prior warning.

1.5) Individuals seeking or maintaining active membership are required to complete an application with their true, real life information as asked in the required fields on the membership application. Management reserves the right to reject any application, and terminate active membership of any member profile that contains false, incorrect, or devious information.

1.6) Management reserves the right at any time to deny an employment application if the individual is known to have a disciplinary record with VATSIM or any previous Virtual Airline(s).

1.7) If an individual member changes his/hers email address, the member must contact the management and inform the staff of their email address change in order to ensure continued company email service.

1.8) Members who want to resign on good terms must send an email to management asking to be removed from the roster. Any member who resigns on good terms, can re-apply to the VA at a later time.

1.9) Members who have been terminated can re-apply pending review by the senior management. Management reserves the right to reject the application of anyone re-applying to the virtual airline. A written notification providing the reason shall be provided to the re-applying member in the event their application is rejected.

1.10) Pilots and Staff are authorized to fly for other Virtual Airlines as long as they complete the minimum requires set forth in this policy manual. Pilots are not authorized to submit multiple PIREPs, also called Double PIREping, during the same flight for more than one Virtual Airline. Violations of this rule will result in PIREP rejection. Repeated violations can result in account suspension, and in the case of egregious violations account termination may result.


2) Roster Policy

2.1) Pilots must fly their first flight with 14 days of acceptance. If a new pilot has not flown within 14 days of hire, management reserves the right to terminate membership and mark for deletion from the roster. You may re-apply a pending review of your application.

2.2) Leave of absences (LOA) are available for members who cannot meet the membership requirements. LOA will be no longer than 90 days. Any LOA longer than 90 days will be reviewed by the senior management on a case by case basis. To request a LOA, you must submit the LOA form in the Pilot Center. Exception: Active Duty military members on a deployment will be granted a LOA until their return from their overseas tour.

2.3) Pilots are required to submit ONE PIREP every 30 calendar days to remain active on the roster. If there has not been an accepted PIREP submitted within 30 days of your last flight, a warning e-mail will be sent to the e-mail address on file. If you have not responded or filed an accepted PIREP within 7 days of notification, you will be removed from the roster without further notice, and could be placed on a restriction from re-applying for at least 30 days.

2.4) Accounts that fall into inactive status can be reactivated by member request via email to management.

2.5) Members who have flown more than 1 flight for the airline will not have their account marked for deletion, but will be placed into an inactive status and removed from the active roster. This ensures accuracy of statistics. Members wishing to have their account completely removed from the site who have previously flown may request such an action to management.

2.6) Transfer hours will be accepted on a 1 to 1 ratio for stastical purposes only. Transfer hours will not be utilized for rank advancements. A valid and functional link from a previous VA with a PIREP within the past 90 days displayed must be provided on the member application upon initial registration. Aggregation of hours from multiple sources, or raw VATSIM or IVAO hours are accepted for transfer purposes.


3) Flight Operations

3.1) Every flight, whether online or offline is required to be flown with a simulation speed of 1x. Flights flown with a simulation speed greater then 1x are not valid for PIREPs and will result in rejection.

3.2) Equipment substitutions are permitted due to flight simulator model availability only to the cases listed herein, and shall generally be limited to the same type rating only. This waiver authorizes Capitol crew's to file and fly flights with aircraft listed in this section in lieu of the regularly scheduled aircraft. This rule ensures accuracy of financial reporting. Examples of rule violation include flying a Boeing 747 on a flight listed as a Boeing 757, and violation of this rule is grounds for PIREP rejection and review by senior management.

3.3) Type substitutions currently authorized for use by Capitol Logistics flight crews are between the Boeing 747-400 and 747-8 for X-Plane users.

3.4) While flying online using the VATSIM Network, pilots are required to use the company prefix code as annotated in the schedule followed by their flight number. If communicating with ATC via voice, the call sign CPX is spoken "CAPITOL", CMB is spoken "CAMBER", and GRZ is spoken "GRIZZLY".

3.5) The VA may collect data regarding flight operations from ACARS servers, VATSIM controllers,and other VATSIM pilots. If pilots are found to be operating aircraft unsafely, with a lack of professionalism, or are misrepresenting the VA, the pilot in command will be subject to disciplinary action.

3.6) In addition to the rules and procedures outlined in this manual, all pilots should review specific rules and procedures contained in Flight Operations Manuals and Pilot Operating Handbooks.

3.7) Members shall file their PIREPs using an ACARS system available for download from the website. Manual PIREPs will only be accepted on a case by case basis, and there must be a comment included upon PIREP submission as to why they filed a manual PIREP. Flights flown on VATSIM can be linked in the comments showing a complete flight from filed departure point to arrival or it will be rejected. Management shall maintain a current copy of approved software for use available to members.

3.8) It is forbidden to operate any aircraft operating for or by Capitol Logistics in a careless or reckless manner which may endanger aircraft, flight crew, or virtual persons on the ground. Intentional penetration of severe weather is prohibited. Scenic flight while on an IFR flight plan is prohibited. Simulating emergencies during normal flight operations is prohibited, except as caused by the complex aircraft systems simulations.


4) Legal

4.1) Capitol Logistics is in no way affiliated with any real world airline, freight company, or governmental agency. This virtual airline is only for flight simulation enthusiasts for the purposes of flight simulation only. All material located within the company website shall not be used for real world operations or navigation, and is only for the purpose of flight simulation and its associated activities.

4.2) This website and all intellectual property including but not limited to images, downloads, and repaints, are property of Capitol Logistics and may not be reproduced, copied, or used elsewhere without expressed written consent from Capitol Logistics.

4.3) All product names, logos, and brands are property of their respective owners. All company, product and service names used in this website are for identification purposes only. Use of these names, logos, and brands does not imply endorsement.
